COVID Labor Categories, Definitions & Examples

Cost Reimbursement Categories In Labor TemplateDefinitions/Examples
Acquisition and Distribution of Personal Protective Equipment (PPE)Includes acquisition and distribution of PPE including, but not limited to, masks, gloves, etc.
Building Prep for Medical ShelteringIncludes preparation of buildings, such as the Guest House and the Luskin Center, for purposes of sheltering for patients, quarantine, and medical staff. Also include operations in these buildings if not included in other categories listed.
Campus / Public CommunicationIncludes preparation and distribution of all campus and public communication related to the COVID situation. Note - Only include communications work not going through EOC; for EOC Communications, utilize EOC category.
Driver – Emergency VehicleIncludes driver of emergency vehicles.
Driver – Medical/Other SuppliesIncludes driver for medical and other supplies.
Driver – Transporting PatientsIncludes driver for transporting patients.
Emergency Management (non EOC)Includes examples such as: an 'emergency crisis management team' whose job is to guide and help student with emergencies. Note - Do not include any EOC activities; utilize EOC category for those activities.
Emergency Operations Center (EOC)Includes all staff time and materials specific to the formal EOC team (only to be utilized for activities formally within the EOC).
FEMA PMOIncludes time spent tracking and documenting employee time related to COVID.
Also includes all other staff time and materials specific to FEMA reimbursement project management (i.e.. Cost Recovery Team).
Financial Planning/TrackingIncludes examples such as: budget and finance folks performing work due to the COVID shut-down, like interpreting, implementing, tracking, processing COVID-related personnel transactions or updating quarterly projections.

Remote Activities Prep (Non Teaching/Work/ Research)Includes preparation for activities that are not related to teaching remotely, working remotely, or remote research. Includes examples such as: planning for offering programs, such as Bruin Day and Commencement, virtually.
Remote Teaching Prep

Includes preparation for activities that are related to teaching moved to a virtual environment due to COVID. These activities include, but are not limited to: leading or participating in training for remote tools, effort to move classes online (due to COVID), creation of new policies and processes related to grading, online finals, entering grades, etc., other central IT costs related to remote teaching (such as implementation of new tools, help desk for remote teaching inquiries, IT security related to remote teaching, etc.
Does not include actual instruction time/effort.

On 5/11/2020, a decision was made by UCLA leadership NOT to track academic time related to this category when tracking effort required is weighed against the chance for potential reimbursement.

Remote Research PrepIncludes preparation for activities that are related to research moved to a virtual environment due to COVID.
Does not include actual research time/effort.
Remote Work PrepIncludes preparation to move departmental staff to work remotely in a virtual environment due to COVID. These activities include, but are not limited to: leading or participating in training for remote tools, effort to move work online (due to COVID), creation of new policies and processes related to moving to a virtual environment, other central IT costs related to remote working (such as implementation of new tools, help desk for remote work inquiries, IT security related to remote work, etc.
Does not include actual working time/effort.
Research Ramp down Prep/ExecutionIncludes planning for and executing a ramp down of research activity.
Sanitation/DisinfectionIncludes deep cleaning, sanitizing, and disinfecting buildings and spaces due to COVID.
Staff Training – Disinfection, etc.Includes training for staff on non-medical, COVID-related procedures like disinfection/sanitation, etc.
Staff Training – MedicalIncludes training for staff on medical, COVID-related procedures.
Student Health Center – Testing/TreatmentIncludes training for staff on non-medical, COVID-related procedures like disinfection/sanitation, etc.
