UCLA Interlocation Transfer of Funds (ITF)

The Interlocation Transfer of Funds process for UCLA (previously referred to as Intercampus Transfer of Funds) was updated in September 2025, in order to streamline requests.

When a one-time budgetary transfer of funds must be completed between UC campus locations or UC Office of the President (UCOP), a central finance unit from the sending UC submits an Interlocation Transfer of Funds (ITF) form to UCOP.

ITFs can be complex due to the various accounting systems among UCs. In order to reduce errors and streamline requests, UCLA Financial Management and Reporting (FMR) obtains and verifies funding information prior to the ITF form’s submission to UCOP. 

UCLA parties may create an Outgoing ITF or Incoming ITF case with FMR to initiate a transfer.

To complete ITF processing once fund information has been obtained and verified, FMR:

  • directly submits an ITF form to UCOP (Outgoing ITF), or
  • sends an ITF form with relevant fund information to the external UC location, so they may submit it to UCOP (Incoming ITF). 

Because multiple parties are involved in ITF processing, fulfillment times may vary. Once an ITF case is initiated with FMR, please monitor the case and provide requested information within three business days, or your case may be automatically closed. 

UCOP processes approved ITF requests approximately twice monthly. In general, transactions must be completed five business days before month end in order to be reflected on the General Ledger for that month. 

Please refer to the UCOP ITF Processing Schedule for specific deadlines and processing times for approved ITFs. UCOP does not process ITF transactions in June.

The following transaction types and/or funds cannot be processed by via ITF: 

  • Intercampus payroll transactions
  • Contracts and Grants funds
  • Agency account funds

All UC accounts on the ITF form must have the same higher education function for the transfer of:

  • State General Funds, except when transfers are related to Instruction (40) and Academic Support (43), or from/to UCOP Institutional Support (66 or 72) and Provision (80)
  • Special State Funds

The following funds may cross higher education functions if both UC funds have the same Fund Group Code:

  • Gifts & Endowments Funds not given for a specific higher education purpose, if the fund purpose is fully met
  • Funds not mentioned above 

 Outgoing ITF Guide (UCLA → Other UC) 

Create an Outgoing Interlocation Transfer of Funds case with UCLA FMR if a UCLA department needs to transfer funds to an external UC location or to UCOP (Other UC). 

On the initial case submission form, you’ll be asked to provide:

  • Other UC Campus Name
  • Other UC Department Name
  • Other UC Contact Name
  • Other UC Contact Email
  • Transfer Dollar Amount
  • Transfer Description

You’ll be notified when FMR has obtained all relevant funding information and has submitted an ITF form to UCOP.

 Incoming ITF Guide (Other UC → UCLA) 

Create an Incoming Interlocation Transfer of Funds case with UCLA FMR if an external UC location (Other UC) needs to transfer funds to UCLA. 

On the initial case submission form, you’ll be asked to provide:

  • Other UC Campus Name
  • Other UC Department Name
  • Other UC Contact Name
  • Other UC Contact Email
  • Transfer Dollar Amount
  • Transfer Description

FMR will obtain all relevant funding details and send the Other UC an ITF form with the fund information, along with submission instructions. As the sending party, the Other UC is responsible for submitting the ITF request to UCOP. You'll be notified when FMR hands off the request to the Other UC.
